Migrant Rights Report Launch: Addressing Vulnerability in Scotland’s Education, Employment, and Housing Systems

Following the publication of the ICESCR Concluding Observations in March 2025, HRCS’ Migrant’s Project worked across our partners and networks to develop this report. It brings together evidence which reveals how interconnected barriers are shaping the lives of migrants, refugees, asylum seekers in relation to education, employment, and housing rights.
Drawing on people’s lived experience, community engagement, and sector analysis, the report exposes areas of systemic discrimination and highlights how language and terminology can shape access, recognition, and political agency. The findings are detailed within the wider human rights framework, including the ICESCR Concluding Observations and the proposed changes to leave-to-remain policy. The report sets out clear, community-driven recommendations and HRCS’ manifesto-aligned asks for reform.
This launch event will bring together researchers, community voices, and policymakers to discuss the findings and take action toward building a more just and inclusive Scotland.
